Montenegro looking to update helicopter fleet

In News by igor

At its 48th cabinet session from 13.04.2024, the government pointed out to the need of purchasing new or used multi-purpose helicopters which would, as they said, improve the rescue and protection system through providing services to Montenegro citizens. For this, they’d need from 12.5 million to 18 million euro (per helicopter) excluding taxes, while one used helicopter would cost from 8-10 million euro. Considered were the Leonardo AW 169, Airbus H145 and Bell-412EPX helicopters.

The presented document outlines the Ministry of Interior of Montenegro’s initiative to procure two medium multi-purpose helicopters to enhance the operational capacity of the Air-Helicopter Unit (AHU). The focus is on meeting critical needs for medical transport, search-and-rescue missions, disaster response, and public safety. Following is the summary.

Current Challenges
Montenegro’s AHU currently relies on aging helicopter models, which are increasingly costly to maintain and operationally inefficient. These limitations hinder the unit’s ability to respond effectively to emergencies, especially in challenging terrains or adverse weather conditions. The proposal highlights the urgency of modernizing the fleet to address current gaps in emergency services and operational readiness.

Strategic Objectives
The acquisition of modern helicopters aims to improve response times, expand operational capabilities, and increase the safety and reliability of air transport services. These upgrades are critical for handling emergencies, natural disasters, and medical evacuations. The initiative aligns with Montenegro’s broader goals of enhancing public safety, supporting national security, and improving infrastructure resilience.

Proposed Models and Specifications
The document evaluates several helicopter models, including Leonardo AW169, Airbus H145, and Bell-412EPX. Each option offers advanced features like increased payload capacity, state-of-the-art avionics, and operational efficiency. The selection will be based on the specific needs of Montenegro, focusing on versatility, cost-effectiveness, and compatibility with existing infrastructure.

Financial and Operational Considerations
The proposal includes a cost analysis, emphasizing long-term savings through reduced maintenance and operational costs. The helicopters will also support broader governmental initiatives, such as border patrol, firefighting, and transportation of personnel and equipment. The Ministry emphasizes the importance of securing international partnerships and funding to facilitate the procurement process.

Impact and Conclusion
The acquisition of these helicopters represents a significant step toward improving Montenegro’s emergency response capabilities and enhancing public safety. By modernizing the AHU fleet, the Ministry of Interior aims to better serve its citizens and address the growing challenges posed by natural and man-made emergencies.
